We’re excited about starting class on January 7th! We’ve already received applications from Senegal, Italy, Egypt, Spain, Cameroon, Kenya, Sweden, Haiti, India, UK, and more. However, we’ve had a number of questions about the course format, content, experts, and exercises that we wanted to address in more detail. Please let us know if this helps!

HOW IS THE COURSE ORGANIZED?

We’ve designed our courses specifically to combine self-paced multimedia content with real-time video engagement with experts. We have also included hands-on exercises to get you familiar with the tools under discussion under guidance from our staff. Courses are expected to take 5-9 hours per week of effort with a minimum of one real-time interaction, but can also be completed up to three months after the end of live courses. Broadly speaking, these are the themes that will be discussed during the four weeks of the course:

  • Week 1: Introduction to Core Themes (Jan. 7)
  • Week 2: Tech Tools for Digital Organizing (Jan. 14)
  • Week 3: Tech Tools for Open Gov and Open Data (US) (Jan. 21)
  • Week 4: Final Project–Toward Global Open Government (Jan. 28)

WHAT KIND OF CONTENT CAN I EXPECT?

Part of the course revolves around reading the latest research and discussing as a class. To that effect, we’ll be exploring the latest research from leading experts on “liberation technologies” such as Patrick Meier; crowd-sourced manuals (including one of our favorite: The Outsider’s Guide to Supporting Nonviolent Resistance to Dictatorship); and other videos, blog posts, and academic research. We try to balance the readings to contribute to expert discussions so that participants can dive deeper into core content in their field.

WHO ARE THE EXPERTS?

We’re excited about the broad panel of experts that we’ve lined up to hold live class discussions via video over the four weeks.

  • Kaushal Jhalla of the World Bank will be speaking about the challenges and potential of big data and development
  • Jordan Menzel of CrowdHall on the topic of using technology for public engagement and accountable government
  • Linda Raftree of Plan International, USA on open data and community engagement
  • Wayne Burke of the Open Forum Foundation on building sustainable communities around open government.

HOW DO THE HANDS-ON EXERCISES WORK?

Moving beyond content and experts, we’ve designed hands-on exercises for each week of the course to familiarize students with the tools under discussion.

  • Week 1: Explore application of social media tools with guides from Movements.org including Twitter and other social media.
  • Week 2: Public access tools such as CrowdHall to be used for engaging public figures in dialogue.
  • Week 3: Domestic/US-oriented open gov resources from Sunlight Labs including Open State Project, Stream Congress, and ClearSpending.
  • Week 4: International final project exploring open government in your home country: How can you get involved?

The end of the year is now upon us. We just wanted to thank you from the bottom of our hearts and the top of our DC nerd attic for making 2012 our best one yet. Specifically, thanks to your course feedback, content contributions, happy hour attendance, and tuition dollars, we’ve trained over 1,400 participants in 70 countries in how to better use technology for social change.

New Online Courses:
We have expanded on our original set of courses (Emergency Management, Digital Organizing, and Mobiles for International Development) into exciting new spaces. A few courses we’d like to highlight:

  • (TC309) Mobile Phones and Public Health: Our largest open enrollment course so far, we were joined by over 100 students in 25 countries. Developed in partnership with the UN Foundation’s mHealth Alliance, we also piloted our new in-course tool simulator for D-Tree!
  • USAID Courses on Mobile Money: Through a custom course for 80 USAID mission staff in 7 countries, we’re helping build development capacity in mobile phones. Next up? Turning this course into a self-paced interactive module to scale the program.
  • TOL Journalist Training for “Reporting on Education” in E. Europe: Developed in partnership with Transitions Online (TOL), BBC, and The Guardian, we shared our platform with TOL to train 20 journalists over a 2-week period. This was our first course ever with non-TechChange content and external facilitators!
  • (TC201) Ushahidi: Frameworks for Effective Platform Management: Expanding on our “Emergency Management” course, we developed this course in partnership with Ushahidi to be a scalable complement to the Universities 4 Ushahidi program (U4U).
  • (TC108) Technology, Innovation, and Social Entrepreneurship: Developed in partnership with the Amani Institute, we wanted to not just teach content, but develop more social entrepreneurs to keep pushing the field forward.

Online-Enabled Public Events:
One of our initiatives this year has been to assist our partners in reaching a larger online audience and to start thinking of all public events as online-first. Events include:

  • International Conference of Crisis Mappers at the World Bank: We worked together with Crisis Mappers to produce the first livestreaming of ICCM, which led to an additional 950 unique viewers from all over the world!
  • Connecting Grassroots to Government at the Wilson Center: Building on our work for empowering Volunteer Technical Communities (VTCs), we took live questions from the online audience during this event. This was one of multiple events at the Wilson Center, which is leading the way in online-enabled events.
  • Expert Interviews at the mHealth Summit: Since the webcast was already provided, we focused on capturing expert knowledge from the attendees and partners for the mHealth Alliance. Most fun part? Getting pictures of attendees holding their cell phones to show their personal connection with the device.

Site Upgrades and Added Features:
In addition to a few other handy features, we’ve made a few big technical upgrades to our site in the hopes of improving user experience.

  • Launched a new, responsive TechChange.org! We much of 2011 promoting mobile-first design, so it was a relief to build a fully responsive site in 2012. Try re-sizing it in your browser!
  • Animating our content voiceovers. We’ve always been big fans of RSA Animate and iheed who produce educational video content, so we tried giving it a go ourselves. What do you think? We’re hoping to do plenty more in 2013.
  • Video-for-everyone course design. We switched from Ustream to OpenTok in 2012 to try to not just talk at our classes, but have discussions with you. It’s been a bumpy ride, but we’re working at optimizing for every browser and bandwidth.

Field Training and Workshops:
Tech training cannot be done by Internet alone. Here’s a few cases where we rolled up our sleeves and got to teaching the old fashioned way.

Finally, a particular highlight of the past year was the nice story run about us in The Economist. Read the article: Geeks for Good.

Well, it only took us a full year of facilitating online courses, but we’re finally sharing some of our original content as part of launching our brand new Media Library. Right now it’s admittedly pretty sparse–mainly videos from our mHealth Course and interviews from the mHealth Summit–but that’s precisely because it was those events that convinced us to finally get our act together. Since the end of our mHealth course last week, we received dozens of requests from our 100+ students to share course content with their friends and colleagues, many of whom work in public health. A fitting request, since one of the main themes from the mHealth Summit is that content and partnerships are now trumping technology in scaling mobile phones for public health.

In our online courses we try to follow a rule of thirds for the 7-9 hours of participant time per week: ⅓ original content and animations, ⅓ live events and workshops, ⅓ existing publications/videos. While we’re very proud of the first ⅔ that we create, the last ⅓ has often been just as important in setting the stage for live conversations. It’s also an opportunity to showcase the best-in-class that we see from our partners, ranging from educational health videos like The Story of Cholera, to serious games on poverty like Ayiti: The Cost of Life, and of course the classic post: 11 Concerns about ICTs and ‘Social Media for Social Good.’

In addition to giving back to the global conversation around tech by making much of our past content available to the public, we’re hoping that this will keep us motivated to produce fresh, innovative content in each course. But it’s not just about what we’re giving, but what we’re planning to receive: namely, translating existing videos into other languages using wiki-style translation platforms such as Amara. Stay tuned for regular updates and please let us know what you think in the comments section below!

“Team Rubicon is doing for disaster response what the Obama team did for political campaigns,” said Jonathan Morgenstein while taking a break from tearing down moldy drywall in hurricane-damaged Rockaway, Brooklyn. A New York native and US Marine Corps veteran who served two tours in Iraq, Morgenstein had spent the last month working on the campaign trail with Veterans and Military Families for Obama. He was referring not to the nearly fifty volunteers he was coordinating that afternoon, but rather the sophisticated software back-end that he was relying on to provide the correct information attached to the clipboard he was carrying. In the same way that better technology such as “Narwhal” had been credited with assisting him only weeks earlier for turning out more volunteers, donors and voters than in 2008 for Obama (“When The Nerds Go Marching In,” The Atlantic, 11/16/12), it was now playing a core role in coordinating disaster response in New York.

And on November 18, Morgenstein needed the help. In collaboration with Team Rubicon, he was responsible for supervising 48 Clinton Foundation volunteers to gut ten hurricane-damaged homes in preparation for their restoration by contractors. Morgenstein was one of hundreds of volunteers helping out with Team Rubicon during the Clinton Global Initiative’s “Day of Action for New York,” which pushed Team Rubicon organizing capacity to the limit. While it’s difficult to estimate exactly how much value has been returned to the community, gutting just one of the houses was estimated at $5,000-$8,000 for a homeowner without insurance (in this case a 91-year-old), making a direct value-add beyond food and shelter relief. And each house was tied to a work order and a map on Morgenstein’s clip board, just like while canvassing before the election.

But this particular software by Palantir Technologies wasn’t designed for campaigns, rather having been used recently for finding IEDs in war zones like Iraq and Afghanistan. According to a post on CNN (10/4/12), Palantir “software ties together intelligence data to improve information for troops about the possible location of roadside bombs planted by insurgents.” Nonetheless, it was also a perfect fit for an organization like Team Rubicon, which “unites the skills and experiences of military veterans with medical professionals to rapidly deploy emergency response teams into crisis situations.”  While the outpouring of people wanting to help has been heartening, new problems arise when organizing large groups of ad-hoc volunteers.

Fortunately, the tech fit the mission. Far from having an existing organizational structure or a known set of capabilities (like a proper military unit), this had been a seat-of-the-pants improvised human logistics, making those most in need with those most capable.  Palantir’s philanthropic team had been discussing doing some disaster-relief simulations to test its capabilities for this use.  When Sandy suddenly threatened the eastern seaboard, the drill became the real thing, with Palantir scrambling to set up the server infrastructure and mobile handsets for Team Rubicon’s use. (“Philanthropy Engineers Embed with Team Rubicon for Hurricane Sandy Relief,” Palantir Blog, 11/14/12)

The setup was ready by November 4th, just as recovery operations were swinging into gear. Imagined as operating system for data problems, Palantir’s software was able to pull in information from multiple sources of data, fuse it together into a coherent picture of the state of the peninsula, and then allow Team Rubicon operators to efficiently dispatch volunteers (say, a chainsaw team) to where they were needed the most (a list of the fifteen biggest downed trees). But tech isn’t perfect. “Check the data. At the end of the day, just because it’s in Palantir doesn’t make it right.” stated Brian Fishman of Palantir from inside the bus HQ. “Circumstances change, and a functional technology infrastructure requires regular updates to the data in the system.”

So, will Palantir and Team Rubicon change the way organizations think about disaster response? “I don’t know, maybe,” stated Morgenstein, “In the military we say, ‘Amateurs talk strategy, pros talk logistics’. These tech guys have made the logistics a lot easier at the operational level, and the military culture you see in Team Rubicon of delegating decision-making downwards to the person closest to the problem, is perfectly suited to an operation like this.”

What we do know, however, is that putting the right tools in the right hands has the potential to create a team where the whole is greater than the sum of the parts. With Palantir and Team Rubicon, response operations will continue to iterate and improve over time, with the ultimate goal being to develop better response mechanisms for the next time disaster strikes. The best indicator of Team Rubicon as a learning organization may have nothing to do with the technology. At the end of the “Day of Action,” our team leader Zach (pictured, below right) turned to the group and asked us: “What could we do differently? If you see something you think we could be doing better, please let us know so that we can keep getting better at this.” Even when it comes to disaster response, tech is only ten percent.

You think carefully through the strategy for starting a new educational organization with an online course. You market the course and enroll more about 30 people from over 10 countries, with an exciting line-up of guest speakers. You prepare the content and syllabus for the course, working constantly and well with your partner organization. Everything’s set for the launch.

And then, five minutes into your introductory address, the electricity goes out and you’re disconnected from the web platform, leaving your partner and students wondering what happened to you. #typical #Murphy’s Law

Oddly enough, in the debris of that failed experiment lies an important learning moment about working with technology and working to solve social problems (which is in fact the subject of the course – “Technology, Innovation and Social Entrepreneurship“): no matter how much you plan ahead, there’s so much still outside your control, and just as technology can be a wonderful enabler, it can also be a serious disabler. As so many technologists and tech entrepreneurs love to say, “It’s not about the technology”. The human side is much more important, and we failed by not trying to limit the possibility of such a disabling moment.

We did not repeat our mistake, however. A few hours ago, we conducted a guest lecture in the online course. This time, we found a corporate office building with reliable electricity and internet connectivity. The subject was “Designing Your Tech-Enabled Social Enterprise” and our guest speaker was Adam White of GroupShot. Adam spoke candidly and insightfully about a number of key principles regarding designing tech-based social change initiatives, some common mistakes that people make, and some of the best organizations in this space. But just as pleased as we were with his talk, we were also just simply relieved that it went off without a hitch given that the hosts were based in Washington, D.C., the guest speaker in Boston, and we were moderating from Nairobi, Kenya.

As we prepare to launch the next iteration of online course Mobile Phones for International Development on September 24, we wanted to talk about what some speakers have done in the past to make the class a success. If you haven’t taken a TechChange course before, guest expert speakers play an important role in bringing the content in our four-week online courses to life as well as engaging the students in direct conversation during a one-hour speaking slot. While it seems like these would be pretty standardized (webcast or screen share plus Q&A), we’re frequently impressed by how our speakers have found innovative ways to engage, so we wanted to share some of our favorites.

One of our best received presentation was about as analog as they get: Isaac Holeman of Medic Mobile holding a flip phone up to a webcam to demonstrate SIM Apps. It was also perfectly appropriate for the message that Isaac was trying to get across about using SIM Apps instead of focusing on smart phones or other newer technology: don’t worry about doing something fancy and new, but try to leverage what you have as best as you can to affect real-world change. According to their website, SIM card apps allow Medic Mobile to run on any carrier’s SIM card on virtually any standard GSM phone to run programs relating to mHealth.

Isaac took the class on a guided tour of their latest tool and then turned it over virtually to the students who made requests (“Can I see the menu again?”) that Isaac executed remotely. Very simple, very cool.

Launch a new product: Amy Demos FSMS 2.0

Amy O’Donnell of FrontlineSMS didn’t just demo an existing project, but rather used the class as an opportunity to walk the students through the brand new Frontline SMS Version 2. While we already love this product, it gave us a chance to do something new for our students, many of whom were already using FSMS is come capacity for their work: We put them online with a member of the FSMS team to not only learn about how the changes could affect their work, but also so they could chat directly with Amy about their questions and needs. This type of two-way conversation fit perfectly, and we’re hoping to see some of the ideas from our students in the next version!

 

Have a conversation: Joel Selanikio of DataDyne

Sometimes your best moments aren’t scripted and sometimes polished is worse than rough. When we first started our online videos, we did most of our live interviews using webcams with remote speakers. Once we had proven the model, we used some of our extra budget to invest in a production studio, green screen, and a more studio-style interview format. Guess what? Engagement went down, not up, as students started treating our presentations as scripted TV shows, not spontaneous opportunities for engaging with experts.

Some of our best expert moments have come not by carefully calibrated moments, but rather surprise interactions. One of my personal favorite interviews was by Joel Selanikio of DataDyne. After realizing that he wasn’t going to get home in time for a scheduled speaking slot, Joel hopped off his train and went to a nearby cafe with wifi and did his presentation from there. Once the students (and we, the facilitators) got over the sounds of breakfast being consumed in the background, we had one of the most genuine and riveting interactions of our Mobiles class.

It doesn’t hurt that Joel is an incredible speaker, but an event that could have or should have been a technical disaster ended up being one of our more powerful learning experiences.

Beyond Powerpoint: Bill Siemering

Even when you get everything right, be ready to be frustrated. Not because your speakers aren’t delivering, but because inevitably you’ll have students without sufficient bandwidth to participate in the event. That’s why you need to think of your content not just in terms of putting on a good TV show, but rather how it will sound over the audio podcast as well. A 1-hour session based entirely on visual cues is going to flop if half your students don’t have a visual to go with it. Fortunately, this is becoming less of an issue for our students, but it’s alway something we need to account for.

Have real-world connection: James Eberhard of GeoPoll

Although each of these was fun, in my mind the best speakers are those who tie their presentation to a real-world event. And GeoPoll did just that by asking hundreds of real survey responders in DRC and Tunisia questions generated in our courses by students in our Digital Organizing and Mobiles for International Development courses. Once students realized that they weren’t passive watchers of a presentation, but an integral part of a group project that would design questions asked to hundreds of people, they couldn’t help but be engaged.

Have you ever been stuck on the mobile version of a website and were unable to go where you wanted just because you were surfing on your smartphone? One solution gaining prominence is called responsive design, which uses proportional measurements and other techniques to display appropriately-sized content on any device from large displays to smartphones. We are pleased to announce that we have launched our new fully-responsive website with the mobile device in mind. Not sure what responsive design is? Try resizing this window wider and narrower and watch what happens, or if you have a smartphone, try loading our site on it.

1. Mobiles matter and your audience uses them

It’s no secret that we’re big fans of mobile tech (re: Blog Posts of ours: Thoughts on Mobile Money for Development, FrontlineSMS and Technological Responsibility, Risk and Rewards of Mobile Technology in Governance Deployment), and mobile internet users are projected to surpass desktop users by 2015. Furthermore, Jon Evans of TechCrunch predicted that in five years most Sub-Saharan Africans will have smartphones and Vodafone recently announced that they will make a high-end low cost smartphone specifically designed for consumers in developing economies. We tweet more than a dozen articles every day on new innovations in mobile tech, from the developing world to higher education. That’s why when we redesigned our website to represent our online identity, we designed it with mobile in mind. This isn’t just on principle; we’ve seen our mobile traffic increase 175% from the same period last year.

2. Because it can save your organization time and money over the long run

There are many ways to approach mobile, and in the end we decided that a responsive design approach made the most sense for our needs. Building a responsive site based off a common codebase limits the hours needed to update code for each mobile platform out there (iOS, Android, Blackberry, Windows Phone 7, and more). While tools exist to streamline these processes and create cross-platform mobile apps, like PhoneGap and Appcelerator, this approach seemed overkill for our site. Furthermore, even if you do develop a native app, with the increase of mobile web use,  your site will be much easier to find, navigate, and utilized by web searchers.

We’re obviously not the first organization to do this (and we’re a little embarrassed it took us this long to catch up), but we are huge believers in the potential for responsive design to broaden reach and shorten development times (over the long run) and we are happy to be a resource for others considering a move in this direction.

3. Because it forces you to re-evaluate your priorities

We decided to take a “mobile first” approach to responsive design, which emphasizes designing for the smallest and most constrained canvas and then building upwards. We felt that this would be a good way to sift through the many pages and multitudes of text on our former site and pull out what was absolutely necessary and most relevant to our users. There are many many reasons to go mobile first, but we found that this process helped clarify our mission and focus.

The last point is that we didn’t do it alone. We read forums, checked ideas, circulated betas, and then asked for feedback from tech communities to help us keep building our model. That’s why we’d like to close with asking you, the reader, for your feedback if/when you get a chance to check out our site — either on a mobile device or otherwise. After all, any technology is only as powerful as the community that uses it.

Until recently, most health clinics in Uganda, and indeed across the continent of Africa, transmitted all of their data manually, sometimes by phone, but in most cases by sending messengers overland to each clinic — big, small, urban and rural — to collect paper records for analysis. This process is critical to verifying that medications are stocked on site and can be distributed in a timely fashion to patients most in need. It is also imperative in ensuring that Uganda’s health policy decisions are made based on the most up to date and accurate information.

But the journey of a paper record from doctor’s pad to the Ministry of Health in Kampala was treacherous at best. From extreme distances to challenging terrain and unpredictable transportation – collecting data the old fashioned way proved to be a time consuming, inefficient and expensive endeavor. This scenario caused health providers to learn about supply shortages only after it had become a relative emergency, hindering efforts to effectively respond to diseases prevalent in the region, such as malaria, HIV, and TB, among others.

One Healthcare implementer facing such data collection problems was the consulting group Cardno, and their Uganda Health Initiatives for the Private Sector (HIPS) project – a program funded by USAID, and administered through partnerships with over 100 private sector health clinics across the country. According to HIPS’ director of partnerships Barbara Addy-Witte, “[data collection] was a very cumbersome process for us. HIPS tracks data from 112 clinics and this often necessitated partner staff to travel to the project office in Kampala to deliver the data forms each quarter.

Working closely with USAID, HIPS faced the challenge of collecting upwards of 90 data points from each health clinic every quarter. With manual data collection and paper management, the HIPS program found these processes to lead to low collection numbers. And as any good project manager knows, low data collection numbers and compromised records can lead to the lack of ability to maintain the most efficient and effective operations. However, a recent partnership with the Denver based mobile technology group access.mobile has the potential to change the operational capacity of health providers in the region, with one of the most basic modern communication devices at the center of operations – cell phones.

The access.mobile team, led by Founder Kaakpema Yelpaala (KP), an American social entrepreneur of Ghanaian descent, has designed a mobile data collection and analytics system based on an SMS platform to electronically track priority health indicators, monitor stock levels of antiretroviral drugs and support organizations in understanding their data. This m-Health initiative, which uses full keyboard feature phones to send and receive information, has been rapidly scaled up for piloting in 70 health clinics in just three months.  It was determined by HIPS that just over 30 of their clinics, mainly urban sites, had sufficient connectivity to send their reports electronically, though the overwhelming majority were not in that position.

But not only is access.mobile working to develop scalable technologies for improved communications in the region, the model of development is one based on local ownership and long-term sustainability. According to KP, “Uganda particularly is a place with a ton of talent in the technology sector. All of our employees in Uganda are from Uganda. They’re trained in mobile technology, computer science, and medicine. They’re the linchpin to our company’s success because they understand the context. They understand how Ugandans think about technology. It’s when you blend a local team like that with a global team like ours – that’s when you get innovation.”

Dr. Dithan Kiragga, the Chief of Party of the HIPS initiative: “The commodity supply chain in particular for ARVs has been a challenge. This partnership presents an opportunity to improve the commodity flow, to develop an alert system that triggers a request when the stocks are low. This ensures that there are no stock outs for priority drugs.”

With Cardno’s Uganda HIPS working towards the end of the fully-scaled pilot phase of the access.mobile solution, results of the financial and social impact of their work will be generated in the coming months and a better picture of their work will emerge.  Furthermore, as the Ministry of Health in Uganda sets standards for data integration at the national level, solutions like access.mobile’s will also be an important element in helping engage the private sector with national health information management efforts.

As it stands however, the nascent m-Health industry has made significant headway toward strengthening supply chains, better depicting public health scenarios on the ground, informing good policy, and ultimately helping to improve the health of millions of Ugandans.
